Jack Friou
Jack Friou is the founder and President of Tangent Point Solutions, a consulting organization specializing in business interests that intersect with state government. Jack previously worked for a Fortune 200 life and health insurance company, and during his 40+ year career he was in executive leadership roles in Marketing, Administration, Compliance and Government Relations, among others. In his capacity as the senior executive responsible for government relations in all 50 states, Jack gained extensive experience working with state legislators, regulators and executive branch officials, dealing with both challenges and opportunities. In addition, Jack has an excellent understanding of the federal government and, in particular, the
relationship with the states as it relates to the insurance industry. He has extensive experience with the National Association of Insurance Commissioners, National Council Of Insurance Legislators, Governors Associations as well as several national and state trade associations. Jack is well known as a problem solver and start up champion.

Scott Harrison
Scott Harrison is a lawyer, consultant, and former Deputy Insurance Commissioner with more than 25 years’ experience advising insurance carriers on a wide range of cutting-edge issues. The issues Scott has advised on include regulatory standards, company formation and business transactions, cybersecurity and data security, compliance risk management, and other matters requiring regulatory approval. He has extensive experience working with state insurance regulators, the National Association of Insurance Commissioners and other bodies on efforts to modernize existing regulatory standards and requirements. Scott served as Deputy Superintendent of Insurance for the New York State Insurance Department and directed the Governor’s Regulatory Reform Initiative. He also served as Deputy Commissioner for the Delaware Insurance Department.

The Honorable Thomas Mays
Thomas Mays is the founder and President of Thomas Mays Government Relations with over 27 years’ experience in the insurance industry and a former California elected official. Tom provides expertise in state legislative and regulatory affairs providing government relations consulting services to clients that includes legislative and regulatory advocacy. Tom previously served as Vice President of Government Relations, Pacific Life Insurance for 25 years managing a variety of life insurance and investment-related issues for the company in all 50 states. He has extensive experience working with Governors, legislators and regulators in the states and at the National Association of Insurance Commissioners and National Council of Insurance Legislators. Tom has served on the Board of Directors of several state trade associations and worked closely with the American Council of Life Insurers on state issues. He formed and worked in several industry coalitions on a variety of issues impacting the financial services industry. He also served in the California State Assembly representing the 58th Assembly District encompassing coastal Los Angeles and Orange Counties, as well as Mayor and City Councilman of Huntington Beach, CA.

Teri Hernandez
Teri Hernandez is the founder and President of HernandezHQ with over 30 years’ experience in the legal and insurance industries. She has provided administrative and marketing support for prominent national insurance regulatory practices in legal and insurance consulting firms. Teri has established a proven track record for developing and executing marketing strategies. She has exceptional knowledge of insurance issues and extensive contacts within the insurance industry, with a particular emphasis on the NAIC, ACIC, IAIR and IRES organizations and conferences. J.P. Wieske
J.P. Wieske is Vice President of State Affairs at Horizon Government Affairs and a former Deputy Insurance Commissioner with over 25 years in the life and health insurance industry. J.P. leads the company’s continued expansion into state policy, enhancing clients' access to state regulators, legislators, and executives. He has continued to leverage his experience to drive smarter state policy reforms in the industry. J.P. served as the Deputy Insurance Commissioner for the State of Wisconsin. There, he supervised the regulatory, public information and administrative functions for the Office of the Commissioner of Insurance. He also participated as a member of Wisconsin Governor Scott Walker's Opioid Task Force. As Deputy Commissioner J.P. served as an active member of the National Association of Insurance Commissioners, where he chaired various subgroups including the Regulatory Framework Task Force and the Health Care Reform Alternatives Working Group. His extensive knowledge of the regulatory process gives JP a unique ability to provide exceptional advice to his clients.
